Kim Jolliffe
Kim Jolliffe is an independent researcher, teacher and facilitator specialising in local governance, security and justice in Myanmar. He has worked in the country for over 16 years with resistance groups, civil society organisations, the United Nations, non-governmental organisations, multi-laterals and others.
Kim is Deputy Director at the School of Governance and Public Administration, which is helping to prepare Myanmar’s next generation of government leaders and public administrators through a nationwide diploma programme and technical assistance to resistance governance bodies. SGPA focuses on the short-term capacity demands of interim governance structures as well as the long-term demands of building just, capable and equitable governments for the future federal democratic union.
Kim has led dozens of research projects in conflict-affected areas and has published over 25 reports, papers and book chapters since 2009. In particular, he has researched the governance, justice and security sector institutions of ethnic revolutionary organisations and pro-democratic resistance forces. Much of his research and advisory work has focused on supporting effective and conflict-sensitive aid delivery in these contexts. Recent research has included in-depth work on the political authority of the Karen National Union, as well as emerging governance systems in post-coup Myanmar.
Kim regularly travels to Myanmar’s conflict-affected areas to conduct trainings, gather data and support the work of local organisations. He has a PhD in Politics from the University of Bristol and an MA from King’s College, London’s War Studies Department. Kim volunteers and works as a consultant for a wide range of local and international stakeholders seeking to help Myanmar end military rule and move towards a just, peaceful and equitable future.
