Pascal Bongard

 

Pascal is a senior expert in humanitarian protection and policy. He has worked for more than 20 years with Geneva Call in managing engagement with armed groups toward respect for International Humanitarian Law (IHL) and International Human Rights Law (IHRL).

In addition to his operational experience, he has advised various NGOs on humanitarian negotiations with armed groups and has published widely on the issue, including thematic studies and academic articles in leading journals. He is currently a Co-Investigator of a research project on armed groups’ practice and interpretation of IHL funded by UK Research and Innovation and Humanitarian Research Scholar with the Fordham University’s Institute of International Humanitarian Affairs.

Prior to joining Geneva Call, Pascal worked with the Swiss Federal Department of Foreign Affairs and the United Nations High Commissioner for Refugees (UNHCR). He holds an MSc in Comparative Politics from the London School of Economics, an MSc in International Relations from the Geneva Graduate Institute of International and Development Studies, and a BA in History and Journalism from the University of Fribourg.
