Pascal is a senior expert in humanitarian protection and policy. He has more than 25 years’ experience in engaging armed groups towards compliance with international humanitarian law, primarily with Geneva Call in Africa and Middle East conflict settings. He has also advised various NGOs and UN agencies on humanitarian negotiations with armed groups. In addition to his extensive operational experience, Pascal published widely on the issue, including book chapters, thematic studies, policy papers and academic articlesin leading journals. He was Co-Investigator of the research project, Words to Deeds, on armed groups’ practice and interpretation of international humanitarian and human rights norms funded by UK Research and Innovation.
He holds an MSc in Comparative Politics from the London School of Economics, an MSc in International Relations from the Geneva Graduate Institute of International and Development Studies, and a BA inHistory and Journalism from the University of Fribourg, Switzerland.
