Yasmira Paute Moner is a Meranaw political scientist working on gender, displacement and post-conflict governance in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), Philippines. She is Associate Professor of Political Science at Mindanao State University–Iligan Institute of Technology, where she directs the Gender and Development Centre and is accountable for gender policy and the institution's GAD programs. She previously led the Institute for Peace and Development in Mindanao of the same University.
Her research and advisory work span transitional justice, women's political leadership, civil society responses to extremism, and the governance of displacement.
She has advised UNDP on gender and inclusion in camp transformation and violence prevention, produced commissioned research for the Westminster Foundation for Democracy, the Institute for Autonomy and Governance and the Embassy of Switzerland in Manila, served on the ILO's national pool of consultants for the BARMM, and trained women leaders, including members of the MILF's Bangsamoro Islamic Women's Auxiliary Brigade, in negotiation, customary mediation and policy advocacy.
She co-edited Civil Society Responses to Extremism in the Philippine Bangsamoro (Routledge, 2026) and co-designed a partnered remote fieldwork model with Deakin University that delivered 41 focus group discussions through 24 locally trained young researchers in a region closed to foreign researchers.
She sits on the boards of the local peacebuilding NGOs namely, Pakigdait Inc. and Transforming Fragilities Inc. and conducts fieldwork in the Bangsamoro as a member of the communities she works with.
